MW Financial Inc. is a Management Consulting firm specializing in the marketing, sale, and repositioning of assets financed, insured, or guaranteed by federal agencies. Muriel Watkins, principal of the firm, has served as a financial advisor and subject matter expert on consulting teams to complete business process reviews and asset sales at federal agencies with credit and asset sales programs. These assignments involved the development of “Best Practices” recommendations to enhance agency operation and the expanded use of the Internet to support the marketing and sale of real estate owned (REO), delinquent loans, and other non-performing assets.

Ms. Watkins served as a senior executive in federal government during the last financial (savings and loan) crisis. At the Federal Savings and Loan Insurance Corporation (FSLIC), she worked with acquirers of failed financial institutions to liquidate portfolios of real estate owned (REO) and non-earning assets under loss share assistance agreements. She also served as an advisor on the administrative and financial provisions of loss share agreements during negotiations of the acquisition of financial institutions ranging from $400 million to $2 billion in assets.

Ms. Watkins joined the Resolution Trust Corporation (RTC) during the start-up phase and worked with small businesses, including member firms of the National Realtors Association and National Auctioneers Association, to sell foreclosed residential assets as affordable housing, commercial real estate owned, and delinquent loans. She gained responsibility for launching a Small Investor Program to expand the marketing of assets to local and regional investors, working with industry trade associations to conduct bidders’ seminars to enhance the position of small investors in bidding for assets. Ms. Watkins has a Master’s degree in City and Regional Planning from Harvard University.

  • Federal Deposit Insurance Corporation (FDIC), Division of Resolutions and Receiverships

    Member of Consulting Team on Franchise and Asset Marketing “Best Practices” Review. The contract involved a review of existing policies and procedures to market failed banks and assets and a comparison to private sector “Best Practices” leading up to recommendations to enhance current marketing procedures. The review gave consideration to agency’s concerns for the continued involvement of small and rural banks in acquiring failed banks, bank deposits, and asset portfolio and the participation of small investors in asset sales.

  • Small Business Administration (SBA)

    Member of Financial Advisor Team to support the SBA’s third loan sale of 7(a) small business loans, disaster business and home loans, and charge-offs.

  • U.S. Department of Housing and Urban Development (HUD), Federal Housing Administration (FHA),
    Office of Asset Sales (ASO)

    ASO was established in FY2002 to coordinate the disposition of single-family, multifamily, and healthcare delinquent loans, consistent with new authority granted by the FY1999 HUD Appropriations Act for paying insurance claims on the sale of defaulted mortgage loans, in lieu of foreclosure. Using a public-private single-family joint venture (SFJV) sales structure, HUD has been able to transfer mortgages in default to private partners that assume responsibility for servicing, loss mitigation, property management, foreclosure and liquidation.) Served as Subject Matter Expert on contract teams to conduct a Front End Risk Assessment (FERA) and Internal Control Review (ICR), HUD requirements to document management controls to minimize risks of new or substantially revised programs.
