District of Columbia, Housing and Community Development Reform Advisory Commission. Served as Technical Writer to support the Commission in meeting its legislative mandate to review reforms initiated by the Department of Housing and Community Development (DHCD) to expend federal and local funding in a timely and efficient manner. DHCD uses federal and local funds to "leverage" private investment in financing multi-family housing developments at affordable rents for DC residents. As technical writer, worked with the commission to develop a process for the review of reforms; summarized stakeholder and public testimony; worked with research consultant to incorporate "Best Practices" of other jurisdictions for underwriting affordable multifamily housing; and prepared the final report of recommendations for underwriting applications funded under the Housing Production Trust Fund.
District of Columbia, Executive Office of the Mayor, Office of Partnerships and Grants Development (OPGD) Evaluator Strengthening Partners Initiative (SPI). SPI is an organizational and executive leadership training program for DC based non-profits and faith-based organizations focused on improving the effectiveness and long-term sustainability of emerging organizations. Annually, up to twenty-five (25) organizations are selected to participate in a series of training sessions related to leadership, board development, fundraising, and resource and financial management. MW Financial Inc. has been retained to complete an evaluation of the SPI Program. Published: E-philanthropy: Lessons Learned from TouchDC and the D.C. Fairfax County, VA. Joined Clifton Gunderson Team on contract To Provide Consulting Services For The Organizational Development of Community-Based Not-For-Profits. The contract involved an assessment of the organizational development needs of fifty (50) non-profit organizations in the county and the delivery of training and technical assistance. The organizations include Faith-based and community-based organizations providing affordable housing and community development services, employment education, youth services, and other services related to developing and improving the community. Phase I Team Leader for the Accountability Task Group with responsibility for Financial Management, Human Resources Management, Information Technology Management, and Fundraising. Organized fundraising workshops and “Best Practices” conference sessions focused on federal grant programs during Phase II. Provided technical assistance during Phase III.
U.S. Department of Commerce, National Telecommunications and Information Administration (NTIA), Technology Opportunities Program (TOP). Served as an Expert Consultant to support FY2003 grant review process: provided technical assistance to potential grant applicants on program guidelines and application procedures; convened three (3) grant review panels; prepared recommendations of highly scored applications for management review and approval; negotiated budget and special award conditions with potential award recipients; and conducted applicant debriefings.
